It’s a 162,000-acre active U.S. Army installation in Monterey County that has hosted civilian tule elk hunts since 1996. Access is strictly controlled by the base. The permit requirements are real. The terrain is demanding.

FHL terrain ranges from rolling coastal hills to steep canyon country, with varied vegetation: coastal scrub, mixed chaparral, oak woodlands, and conifer forest. Field-dressed mature bulls at FHL weigh 350–500 lbs. This is not a casual recovery — it demands preparation, physical readiness, and proper equipment.

Fort Hunter Liggett has more logistics than any standard California elk hunt. All hunters must obtain an annual FHL Hunting Pass from the FHL Hunting and Fishing Office. All guests must clear a criminal background check and obtain a Guest Permit through the FHL iSportsman system.

Tags for Zone 16 are issued by CDFW through the standard Big Game Drawing — not by FHL. FHL makes no guarantee hunts will proceed if military training operations require priority use of the land.

Zone 16 is among the most competitive draw units in the state. Preference points accumulate every year you apply but don’t draw. Most successful FHL bull tag applicants have built up points over many seasons. The system rewards patience, apply every year.

Note: FHL tags are issued through CDFW’s Big Game Drawing, not through the base. Since 2021, all deer and elk tags — including FHL tags — are issued exclusively through CDFW.
